The government of Costa Rica has implemented the following criteria for visitors abroad to comply with before entering the country:

Not show or experience symptoms associated with COVID-19
For international insurance policies, tourists must present certification from their travel insurance company, issued in English or Spanish, verifying the travel protection meets the following three conditions:
Effectiveness of the policy during the visit to Costa Rica
Coverage for Medical expenses in the event of becoming ill with the COVID-19 virus while on Your trip in Costa Rica, for at least $50,000
Includes minimum coverage of $2,000 for Trip Delay if you are delayed in returning home on Your Scheduled Return Date.
